A comprehensive review of electric vehicles and sustainable urban mobility in the Middle East and North Africa

Özet
This paper performs a comparative analysis of electric vehicle (EV) adoption across the Middle East and North Africa (MENA) region, a landscape characterized by ambitious national targets yet widely divergent market outcomes. Moving beyond a conventional literature review, this study develops a systematic framework to analyze the interplay of policy, technology, and consumer dynamics in shaping national EV ecosystems. Through an analysis of recent data (2023–2024), we identify and compare three distinct strategic archetypes: the Comprehensive Ecosystem Builders (e.g., UAE, Saudi Arabia), defined by holistic, state-led investment in infrastructure and industry; the Policy-Driven Outlier (e.g., Jordan), which has achieved global leadership in market share through aggressive fiscal incentives; and the Emerging Industrial Hubs (e.g., Morocco, Egypt), where adoption is intrinsically linked to local manufacturing goals. The findings reveal that there is no single model for success. The region's extreme climate is a critical factor, placing immense strain on the thermal stability of battery technologies (e.g., LFP vs. NMC) and making the development of emerging solutions, such as solid-state batteries, paramount. Furthermore, the analysis demonstrates how different national strategies create unique market dynamics, from the BEV-dominant, infrastructure-led market in the UAE to the HEV-dominant, transitional market in Morocco. The paper concludes with targeted policy and strategic recommendations for each archetype and highlights key areas for future research, offering a nuanced roadmap for navigating the complexities of sustainable urban mobility in this rapidly evolving region.
