European social dialogue has been on the agenda of European integrationsince 1985 when the Val Duchesse talks were launched by Jacques Delors, thethen president of the Commission, in the context of the developments takingplace with the development of the Single European Act (SEA). Social dialogue,that is, deliberations and negotiations of management and labor at the EU level,has become progressively more important since the SEA was ratified.In this context, European social dialogue has undergone a transformationprocess since the SEA and has become institutionalized with the Maastricht andAmsterdam Treaties. With its institutionalization, the influence of Europeansocial dialogue has reached the stance from non-binding joint opinions toframework agreements implemented by the Council decision and monitoredby the Commission. Thus, it is inferred that that European social dialogue hasincrementally increased its powers in legal terms and in the institutional structureof the EU concerning social policy-making.The process of European social dialogue has also become an importantinstrument in the general framework of European governance and thedemocratization of the EU, as conceptually ‘social dialogue’ is based on theprinciples of conciliation, compromise and cooperation. In that respect, Europeansocial dialogue has come to the fore as a crucial process and motivating the actorsin the policy-making procedure for better governance in the EU.
