| Özet |
| In this study, state subsidies and incentives as a separate type of administrative function, the differences between the public service and police power functions, the tools used in the function, the methods of benefiting from the administration and the features of the public interest in the function have been examined. By pointing out the balancing and complementary function of the activity with its social and economic dimension, the importance and necessity of administrative function as an administrative activity are discussed. In addition to this, due to the change and transformation in administrative law, including integrity and actuality dimension the new legal regime of the function has been taken into consideration. Due to the potential disruptive effect in competition of the function, the balance between the European Union State Aid Law and the World Trade Organization State Subsidy regulations and the equilibrium between equality and efficiency were also evaluated. Principles have been searched because of the necessity of disclosure of principles of an institution. |
